China: China Solicits Second Round of Tariff Exclusion Applications

On August 28, China’s State Council Customs Tariff Commission (SCCTC) announced that China will administer a second round of tariff exclusions for certain imports originating from the United States and subject to additional Chinese tariffs (an unofficial translation of this announcement is included in this report as Appendix 1). Both enterprises and industry associations that import, produce, or use relevant products are eligible to apply through the tariff exclusion process. In the official guidance from SCCTC, the second round process does not appear to be substantially different from the process in the first round announcement that closed on July 5, 2019. China’s Ministry of Finance (MOF) opened the online application portal on September 2, 2019 and will accept applications through October 18, 2019. The agricultural and related products that are eligible for second round exclusions are included in this report as Appendix 2.
