MY2024/25 cotton area harvested for Senegal, Mali, and Burkina Faso is estimated to decrease 17 percent to 981,000 HA. This is mainly due to decreased planted area resulting from a late rainy season in all three countries, as well as civil conflict in Burkina Faso.

The cotton production forecast for 2024/25 has been revised downward to 5.2 million bales, with the area unchanged at 2 million hectares.

Sri Lanka’s agricultural biotechnology policies remain unchanged. Over the past year, there has been no progress in the approval of its draft Biosafety Act, which establishes a system to protect biodiversity, the environment and human, plant and animal health while minimizing the risks of biotechnology.

In 2024, the Pakistan government issued revised Biosafety Rules and Regulations, creating a system to request genetically engineered (GE) commodity imports for food, feed, and processing (FFP). As of mid-October 2024, importers had submitted several applications to import GE soybeans for FFP.

With the outlook for the sugar industry largely unchanged from the previous report, no significant changes are made to the supply and demand tables.

No significant changes were made to the 2024/25 wheat supply and demand forecasts. Wheat imports and exports remain banned. The 2024/25 rice production forecast is unchanged at a record 10 million tons.

MY2024/25 cotton area harvested for Mali, Senegal, and Burkina Faso is forecast at a combined 1.2 million HA, a one percent increase from the previous MY. A late start of the rainy season delayed planting in all three countries, and insecurity in Burkina Faso continues to prevent planting in many areas.

The 2024/25 cotton area estimate is revised downward to 2 million hectares due to a decrease in cultivation in key production areas of Punjab and Sindh. With the lower area, the production forecast is lowered to 5.55 million bales.

While the United States holds a 5-year average of less than 1 percent market share ($20.7 million in 2023 exports), Senegal has a growing food manufacturing industry that seeks cost-competitive ingredients and is expanding its exports to neighboring countries.

The Food Act No. 26 of 1980, Animal Feed Act No. 15 of 1986, Plant Protection Act No. 35 of 1999, and Import and Export Control Act No. 1 of 1969 are the main laws that govern food imports into Sri Lanka. Import regulation are in the hands of several state institutions, making the process complicated and time-consuming.
