On December 30, 2021, the Ministry of Agriculture finalized its 2021-2030 agricultural development policy document (“concept note”) describing the agriculture sector, market development plans, international trade outlook, government support programs, and expected results of implementing agricultural policies.

On April 14, the Ministry of Agriculture approved the “Regarding export of certain goods from the territory of the Republic of Kazakhstan” decree outlining wheat and wheat flour export restrictions valid until June 15, 2022.

FAS-Nur-Sultan forecasts no significant change to wheat planted area for MY2022/23. Kazakhstan introduced wheat and wheat flour exports restrictions until June 15, 2022, however the government has made public assurances that it plans to supply regional markets given high wheat prices and production challenges in Ukraine and Russia.

On December 31, 2021, the Ministry of Trade and Integration announced the first stage of 2022 meat and poultry quotas by HS code for historic suppliers (i.e., importers). The first stage approved the distribution of 2,835 tons of beef and 31,500 tons of poultry.
