On July 8, the General Administration of Customs China (GACC) issued “Announcement No. 58 of 2022,” repealing “Announcement No. 103 of 2020,” which established emergency COVID-19 control measures on imported cold-chain foods. On July 11, GACC issued an “Interpretation” of Announcement No. 58, providing additional guidance.
On July 22, 2022, the Ministry of Agriculture and Rural Affairs (MARA) published a revised “Guideline for Safety Assessment of Genetically Modified Plants” for public comments. The Guideline provides technical guidance on the safety assessment requirements for genetically engineered (GE) plants for production application (cultivation) and import for processing materials. The deadline for comment submissions is July 29, 2022.

China: Stone Fruit Annual

China’s cherry production is forecast at 650,000 MT in MY 2022/23, driven by expanded area in the northwest and southwest. Cherry imports from the U.S. are expected to fall because of reduced supplies and COVID related logistical issues.
On June 7, 2022, PRC departments, including the Ministry of Ecology and Environment, the National Development and Reform Commission, and the Ministry of Agriculture and Rural Affairs jointly issued the “National Strategy on Climate Change Adaptation 2035,” outlining broad plans for climate change adaptation through 2035.
On June 7, 2022, the China National Intellectual Property Administration (CNIPA) issued the “Measures for the Administration and Protection of Collective Marks and Certification Marks (Draft for Comments)” (hereafter referred as the “Measures”) for public comments.
On June 28, 2022, the State Council Tariff Commission (SCTC) extended the Section 301 retaliatory tariff exclusion period for sorbitol and other select non-agricultural U.S. commodities. The exclusion was set to expire on June 30 but has now been extended until February 15, 2023.
On June 29, 2022, the General Administration of Customs of the People’s Republic of China (GACC) released Announcement No. 53 of 2022 titled “Implementation of Conditional Retrieval Facilitation Measures for Imported Seed.”

China: Oilseeds and Products Update

Soybean imports for marketing year (MY) 21/22 are revised downward to 94 million metric tons (MMT) due to slower economic growth, high prices, and COVID-related restrictions depressing meal and vegetable oil consumption. Soybean production for MY 22/23 is forecast higher at 18.4 MMT on expanded planted area supported by high prices and government incentives.

China: Grain and Feed Update

Post revises China's Marketing Year (MY) 2022/23 feed demand upward by 4.5 million metric tons (MMT) based on recovering demand for hog feed. Rice substitution for corn in feed rations may play a more significant role because of price advantages over corn and other corn substitutes. Post adjusts wheat production in MY2022/23 upward by 2 MMT to 135 MMT based on improved growing conditions.
On June 16, 2022, the People’s Republic of China (PRC), Ministry of Agriculture and Rural Affairs (MARA) released two draft National Food Safety Standards for maximum residue limits covering a total of 98 pesticides in foods for public comment.
